Job Description
Purpose of the position:
The purpose of this position is to provide sound and strategic direction and support to the ongoing programs and initiatives of World Vision’s ministry in the country.
Major responsibilities:
Lead the organization’s external relations team. Collaborate with other teams as necessary to ensure the following four focus areas:
Policy Change and Policy Influence
Ensure that CWBA advocacy issues are well researched and integrated in the advocacy guidelines, plan and budget.
Represent the organization in networks and coalition where WVDF is the lead convener or member.
Loop and engage WVDF leaderships in CWBA advocacies to generate greater influence among policy makers in both the House of Representatives and the Senate and relevant government and non-government agencies.
Monitor advocacy plan and budget implementation based on set targets and indicators in engaging key sectors as advocates and champions in promoting child well- being aspirations.
Donor Engagement
Advocate with the Communication Team the conceptualization and execution of compelling issue-oriented advocacy materials (web-based, electronic, print and video) for effective public engagement by WV Philippines.
Consolidate, in collaboration with the Technical Program Managers, content for CWBA Advocacy issues (Health and Nutrition, Education, Child Protection and Economic Development) for internal use.
Communications / Key advocacy messaging
Identify, key advocacy issues on CWBA (Child Protection, Participation, Health and Nutrition, Education and Values Formation) for organizational positioning, messaging and branding.
Public Education and Resource mobilization
Intentional and purposive information dissemination and education on WVDF advocacy issues for greater internal and external involvement.
Maximize social media network in engaging the publics in advocacy initiatives.
Advocacy Communications
Collaborate with communications and NRD teams to define key issues, and communications channels for public advocacy initiatives.
Oversee the development of advocacy-oriented communications products including web-based and print materials, posters, briefing papers, reports, stories and photo essays.
Work closely with the Operations Director in strategic advocacy planning and processes that support organizational objectives, raise public awareness and promote the ministry’s child well-being aspirations.
Provide sound leadership and management to the WV Philippines Advocacy team while assessing and developing the skills of its staff and facilitating their professional growth and leadership development.
Provide spiritual leadership which inspires passion and participation in holistic growth, develops a high standard of personal integrity/maturity, demonstrates servant leadership and ensures Christ-centered commitments as foundational to every work that he/she does through WV ministry.
Perform other roles as assigned by Supervisor
Requirements:
Bachelor’s degree in social sciences, public administration or international studies and public policy.
At least a couple of years in advocacy work in a multi-cultural, child-focused, nonprofit/corporate, and/or humanitarian organization
Experience in project management, public engagement and CSO partnership and mobilization for at least two years.
Understand poverty issues at the national and regional context
Knowledge and experience on integrated advocacy, campaigns in public engagement, marketing and communications
English language fluency (written and verbal); and ability to understand and speak at least one (1) major local dialect.
Very good networking and partnership building skills and attitude.
Knowledgeable in national and local level advocacy.
Skilled in key advocacy project models (e.g. Citizen Voice in Action,).
Energetic, analytical and self-starting approach to projects that involve significant responsibility.
Organizer, particularly knowledgeable in organizational development processes.
Able to facilitate planning and assessment sessions with local stakeholders and government officials.
Able to analyze and articulate national and local policy and political issues.
Has basic knowledge in developing or formulating ordinances and resolutions.
A team player for both internal and external stakeholders in promoting WVDF advocacy issues.
Has a basic knowledge and practice on training, research, resource mobilization, and media advocacy.
Demonstrated ability to think strategically, set annual plans and budget, and meet timely deliverables and deadlines.
Willingness to travel and work in the field as an essential function of the position.
