Job Description Job Responsibilities: The Community Development Officer will be leading the team of community development specialists and shall be primarily responsible for providing technical support to the implementing partner/s to enable it/them to effectively organize and capacitate communities in project identification, development, and implementation, following the rules and regulations of the funding institution/s. In collaboration with other project team members, the Community Development Officer is expected to lead the planning of operational work and financial plan and submission of periodic reports on activities within the sphere of community development. The Community Development Officer will provide guidance to ensure timely compliance of precondition activities and outputs. S/he will provide technical guidance in developing activity designs for and coaching during capability building activities, particularly and provides guidance and inputs to tool development required throughout the implementation process, particularly. The Community Development Officer will participate in the review of secondary data and site validation results and provides guidance to ensure compliance of essential provisions in the Operations Manual. S/he will ensure to provide with feedbacks to inform succeeding plans and/or address pressing concerns thru augmenting resources across networks. The Community Development Officer will establish partnership with various stakeholders and sustain the networking and linkages initiative in the entire duration of project implementation. Qualifications Bachelor’s degree in social work, community development, engineering, public administration, education, or social sciences is preferred. Master’s degree in the same or similar professions is an advantage. Minimum of three (3) years’ experience in humanitarian and development works preferably in project-based organizations engaged in rural development or delivery of community-based services. Prior experience in leadership/supervisory roles in a development and/or humanitarian project is an advantage; can work independently with minimal supervision but is also known to be a team player among the development community, patient, and persevering. Has excellent listening, oral and written communication skills; Demonstrated high level of analytical skills; Work experience in conflict-affected areas in Mindanao is an advantage. Has no bias in working with multi-cultural groups of various faith. Preferably from Mindanao or residing within conflict-affected areas of Mindanao. Previous involvement in any ODA projects involving use of community-driven development approaches is an advantage. Willing to travel extensively in the remote areas of Mindanao; and, willing to work beyond the normal work hours, to deliver own work expectations and coach partners in to meet their work deliverables.
