Background
The three-year Adaptive Livelihoods, Emergency Readiness and Timely Response of Communities to Disasters (ALERT) project aimed to reduce vulnerabilities and sufferings of disaster-prone communities by enhancing their capacities for disaster preparedness, response, and recovery, and for co-leading humanitarian efforts with local authorities. The project integrated disaster risk reduction (DRR), humanitarian response, and asset protection to build local communities’ resilience. It was implemented in the municipalities of Salcedo, Quinapondan, Balangiga, and Lawaan in Eastern Samar province (see Figure 1) through concerted efforts of three (3) organizations – Center for Disaster Preparedness (CDP), Philippine Rural Reconstruction Movement (PRRM), and Visayas State University – Regional Climate Change Research and Development Center (VSU-RCCRDC).
With the project implementation ending in September 2020, an end line review is being proposed as part of monitoring and assessment activities to determine project results or outcomes in relation to agreed objectives and targets. Outcomes are defined as changes in views, behavior, and practices of ALERT project participants which include individuals, groups, organizations, and institutions. Changes could be planned or unintended.
As outlined in the partners’ theory of change (ToC), ALERT’s final outcomes include:
Outcome 1: Participating communities are more aware of DRR, have established and functional links with provincial/national disaster risk reduction and management (DRRM) networks, and can co-lead humanitarian responses to climate-induced natural disasters
Outcome 2: Households in ALERT’s partner communities have sustainable access to survival commodities and basic services, and to financial services and livelihood options, and local traders and service providers can provide business continuity during crises.
Outcome 3: Project stakeholders share, promote, and apply their knowledge and best practices on disaster preparedness (DP), DRR, and climate change adaptation (CCA).
The three (3) final outcomes if accomplished are expected to lead to the project’s ultimate goal of communities’ increased resilience and reduced vulnerabilities to disasters through enhanced capacities for disaster preparedness, response and recovery (see Figure 2).
Attainment of these end-of-project objectives will be the key measures for determining the effectiveness of ALERT’s implementation strategies and approaches over the past three years, and will be the bases in assessing the partners’ overall performance.
Objectives of the Endline Review
The end line review, in general, aims to assess the outcomes of ALERT’s interventions and activities in line with its final objectives and goal. Specifically, the study intends to:
Provide project donors, partners, participants, other stakeholders with information about the results of project interventions through a rigorous assessment of impacts based on the project’s final outcomes, and considering available and relevant data and information from the baseline study and project’s midterm review (MTR);
Validate ALERT’s theory of change and inform future program design by assessing various pathways that implementing partners took to build communities’ capacities to reduce vulnerabilities, enhance preparedness to disasters, carry out effective emergency response, and recover fast from climate-induced natural disasters;
Gather information and evidences about unplanned and/or unintended outcomes among stakeholders, especially among women and other vulnerable groups;
Determine to what extent ALERT’s objectives and interventions were inclusive of needs and demands from the most marginalized and vulnerable groups; and,
Identify and assess conditions, structures, or systems that the project has built on the ground to ensure sustainability of local stakeholders’ enhanced practices and capacities in disaster preparedness (DP) and disaster risk reduction (DRR).
Scope of Work
Oxfam Philippines will engage a local research team in Eastern Samar to help carry out the proposed end line review methodologies outlined above. The research team shall be accountable and shall report directly to the evaluation management committee.
Key deliverables of the team shall include the following:
End line review inception report, should not exceed ten (10) pages, to outline the following: a) Summary of the consultant’s understanding of ALERT based on results of the project document review; b) Details of proposed data collection methodologies (e.g., sampling for the survey, remote data-gathering approaches, proposed health and safety protocols, proposed approaches for data analysis, etc.); c) Revised work plan, from inception to finalization and submission of the end line review report.
Data collection instruments for proposed review methodologies (i.e., survey, CSC, and KII) with inputs from the ALERT partners and other experts/consultants that will be contracted by Oxfam Philippines (e.g., for the proposed CSC process), to include pretesting, enhancement and finalization of tools if applicable, and coordination with Oxfam’s MELSA team in uploading relevant tools into a digital platform (Survey CTO) towards facilitating capture, processing, and subsequent analysis of end line data.
Implementation and coordination of data collection which involves carrying out the approved data-gathering plan: a) Leading the orientation/training of enumerators, interviewers, and facilitators (in close coordination with VSU, Oxfam’s MELSA team, and contracted CSC expert); b) Coordinating with the ALERT partners for complying with data collection protocols of partner local governments; c) Securing the informed consent of selected respondents, and organizing field data-gathering activities (if local quarantine conditions permit); d) Providing regular updates to both VSU and Oxfam MELSA team on status of data-gathering and issues encountered; and, e) Ensuring that the team’s data-gathering conforms to Oxfam’s standards on data protection.
Presentation on preliminary findings based on the initial information and analysis arising from the data-gathering (including both quantitative and qualitative methods), to members of the Evaluation Management Committee, for the latter’s feedback and validation of the end line review’s results and towards preparation of the final report.
First draft of end line review report that should effectively present in an organized and clear manner the main findings and analyses from the end line review process, referring specifically to the evaluation questions posed in preceding sections of this TOR, outlining evidence of outcomes or initial changes in the DRR practices and/or capacities of local stakeholders, and putting forward practical recommendations for exit as well as for future programming and learning of ALERT partners and Oxfam.
Revised/final end line review report referring to the key content and outline provided above, and addressing the questions and comments from ALERT partners and Oxfam towards filling in any information gaps, clarifying further the initial interpretations and analyses of data, and enhancing the presentation or organization of information in the report’s first draft. The final report should also incorporate all relevant annexes.
Proposed Qualifications for Consultant/s
In general, individuals or groups that will be tapped to support the ALERT project end line review data collection activities outlined above should meet the following qualifications:
Preferably based (or had previous engagements) in Eastern Samar;
Have conducted similar development evaluation/research activities before;
Preferably with background in social science or related fields;
Knowledge in statistical analyses, qualitative data analyses, and/or CSC;
Capacity in running group processes in communities;
Proficiency with local languages spoken in target areas;
Highly organized in collating, summarizing, and presenting collected data; and,
Able to work in challenging contexts like conflict-affected areas.
