Position Overview:
URC is seeking experienced candidates for the position of Country Director (CD) for the Philippines. Reporting to the Sr Vice President and Chief Innovation Officer, the Country Director will have significant management and international experience, a passion for public health and development work, and be capable of successfully leading program teams and operations and improve the quality of our awards management and the results of our work.
The CD will provide guidance, supervision and support to URC’s projects’ directors and senior managers. He/she is directly responsible for the overall country strategic planning, successful delivery and performance management of country programs, as well as oversight of the program support operations. In addition, the CD is responsible for strengthening country-level external relations and coordination.
Skills, Experience, Knowledge:
Provides leadership and oversees URC’s operations in the country and manages the portfolio of URC health projects funded by USAID in the Philippines.
Oversees all operations functions of the country office to ensure that all activities are in compliance with URC and USAID policies and procedures.
Ensures technical oversight and quality assurance of project(s) and coordinates with the COPs of various URC-managed health projects in the country to ensure that all projects are in line with the USAID Health Activity goals and objectives.
Develops and monitors project specific strategic plans, work plans, proposals, protocols, papers, reports and budget to achieve specific project and company goals.
Establishes, serves and maintains partnerships with internal and external stakeholders.
Represents URC with US and local government agencies, funders, and partners; attends meetings and makes presentations on behalf of URC in the country.
Leads business development and resource development efforts in country in close collaboration with URC HQ.
Works with projects’ directors to recruit, orient and manage the Country Office staff.
Ensures that appropriate office policies and procedures, including personnel policies, and systems are implemented.
Minimum Requirements:
Master’s degree or its international equivalent in public health or related field.
Minimum 7+ years relevant experience with international development programs, including 3+ years of supervisory experience, overseas field experience required;
Proven leadership skills and experience of managing multidisciplinary teams;
Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
Proven expertise of leading in fundraising, seeking and securing new donors,
Ability to travel within country or region and internationally if needed.
Demonstrated experience in the design, implementation, and management of public health/international development programs funded by US government or other international donors.
Demonstrated success at proposal writing as well as management of large and complex grants;
Experience or skills in external relations, business and resource development
Written and verbal English communication skills.
Language skills of the country/region preferred.
