GENERAL JOB DESCRIPTION:
The Social Welfare Officer plays a fundamental role in the development, facilitation and coordination of program or groupwork activities (e.g. life skills) for the clientele which will be designed according to their needs. She will also handle the casework of the scholarship beneficiaries, maintains case history records and preparing reports. She must work independently and collaboratively with the ED and other staff to plan, manages and implements activities with its beneficiaries, volunteers, partners and stakeholders. Other responsibilities include monitoring, research and evaluation, coordination, grant/contract management, and report writing. She will also serve as liaison and representative at any partnership meetings to advance the organization’s mission.
KEY RESULTS:
1. Accurate, complete and up-to-date information made available for effective budget preparation, program and project design, implementation, management and evaluation, in the context of poverty and challenges of target beneficiaries.
2. Project efficiency and effectiveness enhanced through effective implementation and technical knowledge on university scholarship, child sponsorship, and family and community development services.
3. Progress reports and project work plans timely prepared, and effective technical assistance provided in the identification of required supplies and equipment, and in the drafting of project documentation, with reference to monitoring and reporting on education, family support, and mentoring.
4. Appropriateness and completeness of documentation for PCNC, DSWD, BIR, SEC, and other government status on accreditation, registration, certification and licensing of the organizations legal operations.
5. Knowledge sharing with donors, partners and media effectively promoted, particularly in regard to university education and sponsorship.
6. Effective communication and networking achieved through partnership and collaboration.
DUTIES AND RESPONSIBILITIES:
Program Management:
· Program design and management
· Develop and effectively manage program timelines to ensure timely completion of program deliverables
· Monitor program activities to ensure quality and accuracy of submission of outputs/outcomes against the contractual/grant commitment.
· Participate in strategic planning activities.
· Works with Executive Director and Accounting to keep track of the Program Financial Reports and do the necessary budget revision if needed
· Facilitates capacity building to partners/volunteers/clients/beneficiaries if needed
· Identify technological tools to enhance and support programs.
· Participate in long- and short-term program development and planning
· Conducts and coordinate programmatic meetings with other staff and partners
· Provide inputs/develop written and online tools for programmatic use including survey and evaluation instruments.
· Drafting, finalizing, and submission of reports (inception, monthly, bi-annual, annual) as directed by the project/program document
Program Development:
· Identify partnership and funding opportunities and promote relationship-building among and other organizations, agencies, and/or individuals;
· Identify opportunities for marketing programs and services and implement promotional activities;
· Draft/provide inputs in grant applications, and reports through collaborative writing and editing;
· Develop and disseminate programmatic and marketing materials; and
· Research on topics/issues relevant to the programs and services of the organization
Networking:
· Initiate and establish partnership with government partners (national, local, barangay level) and civil society organizations, other non-governmental networks, academes, and business group
· Manage professional relationships with volunteers, donors, technical working partners
· Act as resource person or provide technical assistance to community-based organizations
Knowledge Upgrading and Sharing:
· Attends to relevant training/learning events
· Attends to/conducts staff support group session with the rest of the staff
· Develops power point presentations and other materials for use during program-related events.
· Attends/Facilitates small- and large-group meetings and trainings related to the program
· Documentation of minutes/conferences/staff support group sessions
Administration and Personnel Management
· Acts as front liner/represents the organization in outside meetings, conferences, etc.
· Support other staff on securing requirements and other legal documents (e.g. business permit, sanitary permit, etc) are updated and on file
· Receives, provides guidelines and supervise volunteers (if there is)
· Submission of prescribed reports such as Monthly Activities Report or Monthly Accomplishment Report
· Attends to Staff Support Group meetings
Case Management
· Coordinates and provides timely, effective and efficient client-centered recommendation per individual case of scholars.
· Handles case assignments efficiently with respect to a timely recommendation and action plan.
o Intake Assessment of clientele

o Writing and completion of Social Case Study Reports
o Writing of Running Notes
o Overseeing the Monthly Feedback Reports (MFRs)
· Review individual scholar’s progress and determine progress results, updates and any recommendations including termination of service or scholarship contract.
· Helping scholars achieve a well-balance life as a student and as a ECFI scholar.
· Assessing, planning, implementing, monitoring and evaluating actions that will assist the program’s effectiveness and meet the scholar’s needs.
· Develop effective working relations with clients, organizational partners, universities and with the ECFI team during the entire case management process.
· Arrange activities that will promote the educational and health development of scholars.
· Build rapport to each of the scholars and their families including key officers in the universities and institutions.
· Record cases and incidents for factual and timely reporting for statistical reports.
· Provide cost effective intervention and outcomes.
· Assess and address issues that will hinder the scholars in their educational development: motivational and psychosocial issues.
· Adhere to the written policies and guidelines of ECFI including its operational manual in giving quality services to each and every client.
DELIVERABLES:
At the end of program cycle, the social welfare officer will be evaluated based on the following performance:
· To accomplish the case studies of the clientele within the time frame allotted by the foundation.
· To ensure that said case studies and clientele information will be kept confidential.
· To help plan and facilitate activities that will be conducted for the beneficiaries, as well as for the foundation itself.
· To keep records of whatever activity that will be facilitated.
· Quality and timely submission of reports using the prescribed format of Monthly Activities Report or Monthly Accomplishment Reports.
· To coordinate with Department of Social Welfare and Development (DSWD), LGUs and/or Field Officer and other organizations whenever needed.
· To help in the application of accreditation of programs of ECFI to DSWD
· Partnership established at the ground with considerable results e.g. projects implemented, network established, mobilized funds/resources. Results include signing of MOA, fund transfer, resource mobilized
· Quality and timely submission of project document, community needs assessments, community profiles, budget and work plans.
· Expertise and articulation of the issues in the community, including but not limited to socio-economic profile of the area, socio-political leaders,
· Effective and efficient implementation of program/project plans (e..g achievement in terms of goal and targets set)
· Practiced ethical and professional standards in delivering desirable outputs, managing volunteers, dealing with the donors and partner agencies
· Participation and conduct of knowledge sharing and upgrading
· Innovativeness in project/program handling and staff management
Preferred QUALIFICATIONS:
Bachelor’s degree in Community Development or Social Work with appropriate professional licensure from the Philippine Regulatory Commission, with a minimum of two (2) years experience working in community-based issues. Specifically with
· Ability to work with diverse individuals and groups on complex community issues
· Track record of grants and program development and management
· Knowledge of and interest in technical assistance and communications
· Willingness to engage in continuous learning and training
· Demonstrated maturity and professional aptitude
· Computer software application, including word processing, spreadsheet, and corporate software packages
· Excellent writing skills in English
· Social Media Savvy
