Job Summary:
The Capacity Development Officer is responsible for the planning, coordination and assessment of the effectiveness of all training activities of the project. Capacity development events are conducted with public sector Food Safety Regulatory Agencies (FSRAs) or private sector enterprises to progressively strengthen the capabilities of participants to meet international sanitary and phytosanitary (SPS) standards. The Officer works with the Food Safety and Standards Advisor in the design of training events involving FSRAs and Local Government Units (LGU)s and with the Private Sector Engagement Advisor in the design of training events involving private sector partners, including supervising such activities conducted under the grant program of the project. In addition to trainings, the Officer will coordinate high-level meetings of the project such as the periodic meetings of the Project Steering Committee. The Capacity Development Officer will lead capacity development assessments and oversee the implementation of the Capacity Building Framework. Successful applicants will ensure the quality of the design and delivery of the program’s capacity development activities and ensure compliance with all donor, Winrock International, and project-specific policies.
Essential Functions:
Plans, coordinates, and assesses the effectiveness of all project capacity building events, including online training programs.
Working closely with the Food Safety and Standards Advisor and the Private Sector Engagement Advisor, supports the development of B-SAFE’s strategies and approaches for effective capacity development work with public and private sector on organizational development and SPS standards.
Working closely with the MEL Manager, assesses improvements of capacity of FSRAs and private sector, which may be attributed to training.
Oversees and coordinates all communication, training, and project capacity building events across project Activities and ensures timely execution in coordination with technical and operations teams.
Develop capacity development materials and processes for specific areas/topics identified as needed for capacity development of partners, including training, mentoring and coaching of partners, peer learning, and other methodologies.
Support capacity development-related activities such as the development of an online training database
Organizes high level meetings with project partners.
Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of program reports.

Minimum Qualification:
Bachelor’s degree in international development, organizational development, business, adult education, public administration or a closely related field Minimum 5 years’ experience in implementing technical and organizational capacity building programs; experience of working in an agriculture-related project will be preferred.
Experience working on USG funded projects, experience with USDA projects preferred.
Experience working with Government Agencies and Private Sector.
Demonstrated experience in creating and implementing capacity building plans
Knowledge, Skill & Ability Requirements:
Demonstrated experience with quantitative & qualitative research methods, including surveys and focus groups.
Ability to work in team and have good interpersonal communication skills.
Good Microsoft Office skills (Word, Excel, Outlook, Teams).
Excellent written and spoken English skills.
Willing and able to travel throughout the Philippines.

Personal computer and other standard office equipment.
Physical Working Conditions:
Office and field office conditions.
Regular Travel to job sites and offices.
