Child Protection Information Management Officer
Responsibilities: The Child Protection Information Management Officer will propose systematic mechanisms using 4Ws, 5Ws or other applicable tools to collect information from the wide variety of sources on Child Protection issues, including field reports, observations, pre-existing data, monitoring data, among others. S/he will support the compilation and analysis of data from child protection and gender-based violence assessments. Using available data, s/he model the extent and nature of child protection needs. S/he will develop a baseline for child protection against which progress can be measured and ensure the data are disaggregated by age and sex.
The Child Protection Information Management Officer will proactively liaise and gather information from other sectors/organizations as well as national and sub-national authorities to assess and access existing information (primary and secondary type of information) on humanitarian, early recovery and development in a real-time data acquisition. S/he will identify barriers for information collection, collation, analysis and sharing and develop appropriate supportive strategies to overcome these barriers. S/he will carry out data warehousing of relevant Child Protection sector data sets focusing on humanitarian, early recovery and development data including number and location of population (IDPs, host communities), population movement, camps and settlements, access to basic services, outbreaks, infrastructures, socio-economic data, etc.
The Child Protection Information Management Officer will design and support sector coordinators in designing different kind of assessments and questionnaires and develop indicators for performance of child protection interventions and, in collaboration with partners, put in place monitoring and measurement systems. S/he will ensure that indicators incorporate the responses of community-based protection mechanisms, as well as their integration with humanitarian actors. Using GIS mapping and other tools, s/he map the presence, coverage, and gaps in the response, including an indication of capacity gaps. S/he will put in place and maintain an information system for measuring the number and characteristics of beneficiaries served with different required interventions. S/he will support the training of relevant CFSI staff, humanitarian, UN and government partners on using the systems and tools developed and will work closely with DSWD and CSWDO on systems of information collection and reporting in order to develop their capacity to obtain and use information on services and incidents on the ground. S/he will contribute to the formulation and/or revision of results frameworks, including indicators, for CFSI child protection interventions.
Qualifications:
Master’s Degree or advanced graduate degree, or equivalent experience, in a social science or related field. A minimum of 3-5 years of progressively responsible service in protection/child protection in humanitarian, emergency settings.
Familiar with Microsoft Office applications especially Excel, and other relevant Information Management software packages and technologies. Familiar with appropriate data presentation approaches and tools. Good writing and reporting skills. Proactive approach to problem solving and responsibilities. Highly organized, efficient, and reliable in a multi-task environment. Demonstrated ability to work independently, and with flexibility in a cross-cultural, international setting. Demonstrated ability to maintain professionalism, confidentiality, integrity, discretion, and reliability in a high stress environment. Excellent communication and interpersonal skills. Fluency in English and Tagalog (verbal and written) and ability to communicate in local dialect of Cotabato Province and Davao Del Sur is an asset.
