Job Description Job Responsibilities: The Community Development Specialists will be responsible for providing technical support in their assigned implementing partner/s and/or communities to enable the latter to effectively organize and capacitate communities in project identification, development, and implementation following the rules and regulations of the institution/s. In collaboration with other project team members, the Community Development Specialist is expected to lead the execution of operational work plans and submission of periodic reports on community development activities in his/her area of assignment. The Community Development Specialist will act as twinning counterpart for the partner’s Community Organizers and for the Learning and Development Assistants under the alternative learning systems (ALS) in facilitating field-based activities such as community assembly needs assessment, technical and needs validation, committee formations and other related field level process activities. The Community Development Specialist will ensure preparation at field level for mentoring counterparts during the capability building activities. S/he will provide guidance to ensure compliance of essential provisions in the Operations Manual. S/he will act as twinning counterpart to the field in conducting procurement processes at Camp level, i.e. canvassing and payments, ensuring compliance with the partner’s policy and the Operations Manual. Qualifications: Bachelor’s degree in social work, community development, engineer, public administration, education, or social sciences is preferred. Must have minimum of two (2) years of relevant experience and working with diverse group of people. Work experience in conflict-affected areas in Mindanao is an advantage. Can work independently with minimal supervision but is also known to be a team player among the development community, patient, and persevering. S/he must have good communication skills and demonstrated high level of relational and analytical skills. Has excellent listening, oral and written communication skills. Demonstrated high level of analytical skills. Has no bias in working with multi-cultural groups of various faiths. Preferably from Mindanao or residing within conflict-affected areas of Mindanao. Previous involvement in any ODA projects involving use of community-driven development approaches and/or BDA is an advantage. Willing to travel extensively in the remote areas of Mindanao; and, willing to work beyond the normal work hours, to deliver own work expectations and coach partners to meet their work deliverables.
